Mains and manholes carry a system type — sanitary, storm, or combined — so a combined line is recorded as what it is rather than filed under whichever half you looked at first.

Storm work is the work that generates complaints.
A basin that was not cleaned before a heavy rain becomes a flooded basement and a phone call. Cleaning is recorded as an inspection against the basin, so when the call comes you can say when it was last done rather than guessing.
